Urban Kavala, the Municipality of Kavala's public benefit organisation, is developing a comprehensive plan to protect and reuse the city's surviving tobacco warehouses, gathering testimonies and academic research to establish the buildings' cultural value. The project's scope includes identifying successful restoration case studies from other cities, reviewing the legal framework for interventions, and drafting a business plan for at least one pilot warehouse. Organisers say the goal is to improve quality of life and boost local economic activity by giving the historic structures a sustainable modern use, rather than leaving them to continue decaying.
